Workmen deliver the meals to the Serving Tables, Chefs wash Food Trays and deliver them to the Serving Tables, and Guards grab the meals on a first come first serve basis. Both Staff Meals and Trays upon the Serving Tables are needed for Guards to go pick up food. Anyway, the Chefs wash trays, then deliver them to Staff Serving Tables. The Staff do not, and are forced to poach what trays they can get. The prisoners have an exactly counted number of trays they get for meals from each prisoner kitchen to prisoner canteen every prisoner is guaranteed a meal upon a tray every meal. As far as i can tell, Food trays are by and large the biggest bottleneck for guards getting to eat. You don't NEED to, but having extra places for your chefs to focus on washing food trays is VERY important right now. Then, you should have Sinks in Staff Only areas for your chefs to wash off Food Trays. You need deployment for this to work so you can zone properly.
